According to a recent analysis article published by CBC news, data obtained from Winnipeg Fire Paramedic Service (WFPS) records demonstrates that drug-related paramedic calls involving Winnipeg youth have increased substantially over the past decade, with particularly sharp growth in opioid-related emergencies. Specifically, it was found that calls involving substances and individuals aged 12 to 17 years increased from about 24 patients per month to more than 45 patients per month between 2016 and 2025.
“Two weeks ago, we had three girls under the age of 18 experience a drug poisoning. That’s something I haven’t seen in the past,” said Alexa Légère is a support worker with CommUnity204, an outreach organization, in her interview with CBC News. “We’re failing the youth, but like … how do we fix that? The damage has already been done.”
Furthermore, data from the province’s chief medical examiner’s office has shown that between 2016 and 2025, 17 out of Manitoba’s 22 suspected drug-related deaths among 12 to 17-year-olds took place in the last four years.
Sherry Gott, Manitoba’s advocate for children and youth, told CBC that in addition to the lack of mental health services and long-term substance use support, existing addictions services for youth and prevention work are insufficient. She also highlighted the need for the province to develop a mental health and substance use strategy for youth to address prevention and treatment.
Housing, Addictions and Homelessness Minister Bernadette said that the province continues to “listen and implement changes based on feedback,” such as the recent opening of Manitoba’s seventh Huddle location in Portage la Prairie. The province’s Huddles offer mental health and wellness hubs where families and youth can access primary health care, along with other supports. An eighth location will open soon in northern Manitoba, she said. Nearly 10,500 youth in Manitoba accessed Huddle locations in 2024-25, including more than 4,000 who attended for addictions and mental health, according to a statement released by Smith’s office.
